History of the Australia VAT:
Australia got introduced to The Goods and Services Tax (GST) system in Australia on 1st July 2000. It was introduced in Australia by the Government of John Howard. However, it was not John Howard but rather Paul Keating who first proposed a broad-based Consumption Tax. He did it at the Tax Summit held in 1985. The idea was dropped at the time at the Labor Prime Minister’s behest. Labor Party of Australia openly opposed GST, and their election campaign mainly revolved around “GST Rollback.” However, they failed to ignite a response in public and lost the election. Their failure meant the end of all the opposition faced by the GST.
Economic and Social Impact of VAT in Australia:
GST is presumed to be a regressive tax and is argued to have a more significant effect on people with low incomes than people with larger incomes.
However, these claims were refuted by the Federal Treasurer, who reinstated that the introduction of GST was coupled with the implementation of corresponding reductions in Taxes and thus meant that no extra tax is being by the people.
On the contrary, for the first time in 10 years, the Australian economy experienced negative economic growth in the first fiscal quarter of 2001 once the tax came into effect.
Consumer consumption and economic growth saw a huge decline. But with time, Consumption regained its average rate. The Government was, however, heavily criticized by small business owners.
